Sheldon joined the Heartland Housing Foundation board in 2022. He is the President & CEO of Al-Terra Engineering in Edmonton, Alberta, having joined the firm in 1996 following his graduation from the civil engineering cooperative program at the University of Alberta.

Sheldon’s career primarily focused on planning, design, and construction of transportation and land development projects. Sheldon actively volunteers his time with engineering industry and community organizations, including roles with Consulting Engineers of Alberta, Association of Consulting Engineering Companies – Canada, Edmonton Global (economic development) and now Heartland Housing Foundation.

Sheldon and his family moved to Fort Saskatchewan in 2004 after living in Sherwood Park for the previous 7 years. Sheldon enjoys spending time outside, including gardening and camping. He also still manages to fit in an occasional trip back to the family farm in east-central Alberta, where he was raised.

Corey-Ann Hartwick has been a resident of Strathcona County since 1966. She attended and graduated from Ardrossan High School and continued her studies at NAIT. Fifteen years ago Corey-Ann and her husband Greg built their home in Ward 6. A home that saw the raising of their four children, which often now sees family gatherings as their family continues to expand.

As an entrepreneur who spent over 30 years in the wholesale manufacturing industry, Corey-Ann’s passion has been bringing beautiful innovative products to the retail market and has brought great success.

Corey-Ann has been an active member on the Board for the Alberta Team Handball Federation and continues to support the 100 Women who Care Sherwood Park chapter that supports many local charities. Always looking for ways to be active and helpful in her community has been the driving force behind her mission to support Ward 6 and Strathcona County as a whole.

Elected in 2021, Councillor Hartwick joined the Heartland Housing Foundation Board in 2023.

Dianne is a senior governance leader with extensive experience across health, public policy, and stakeholder relations. She currently serves as Senior Vice President, Government at Alberta Blue Cross, where she provides executive oversight for provincial health programs and government partnerships. Throughout her career, Dianne has focused on improving outcomes for Albertans by connecting policy, systems, and community needs. She brings a practical, collaborative approach to governance, informed by a strong understanding of finance, risk, and public accountability.

Dianne’s interest in serving on the Board of Heartland Housing reflects her long-held belief that health extends beyond clinical care. Safe, stable housing is a foundational element of health and well-being, particularly for individuals and families experiencing vulnerability. Supporting organizations that address these broader determinants of health has been a consistent theme throughout her work.

She is currently wrapping up 6 years serving on the boards of the Royal Alexandra Hospital Foundation and the Women and Children’s Health Research Institute, and is a current member of Health Cities Edmonton Board, and has held a number of board and leadership roles in education and health organizations.

Angela Risdon was appointed to the Heartland Housing Foundation Board in 2025. She is an active member of both the Governance & Human Resources Committee and the Finance and Risk Management Committee, where she contributes expertise in governance, people strategy, and organizational sustainability.

With a professional background spanning the energy sector and post-secondary education, Angela most recently served as Director of Human Resources (Talent Management). Her work focused on leadership development, workforce planning, and strong governance practices. Throughout her career, Angela has been guided by a commitment to building effective organizations and developing people to support long-term success.

Angela has been a dedicated community volunteer for more than 30 years, with a deep and longstanding commitment to the Robin Hood Association in Strathcona County. She has served two terms as a board member, participated on the Membership Liaison Committee, and volunteered extensively at community events.

A resident of Strathcona County for 37 years, Angela feels privileged to give back through board service and is proud to work alongside a dedicated group of leaders committed to supporting affordable housing and inclusive living options for community members.

Bill Tonita was elected to his first term as Strathcona County’s Ward 4 representative on October 16, 2017.

Prior to being elected, Bill spent 33 years in education including 23 years as an educational administrator at schools in Sherwood Park, Fort Saskatchewan, Lloydminster, and Nipawin, Saskatchewan. He also spent three years at Alberta Education as a Senior Manager supervising Alberta’s Accredited International Schools.

As an Educational Leader Bill was Chair of the Elk Island Catholic Division Administrator’s group, a member of the District’s financial allocation committee, and a member of the Negotiating Sub-committee of the Elk Island Catholic Teachers’ Association.

Since becoming an elected official Bill serves on numerous boards and committees including the Board of Directors at the Saffron Sexual Assault Centre, the Economic Development and Tourism Committee, the Inter-municipal Relations Committee, the Youth Advisory Committee, the Capital Region Northeast Water Services Commission, the Integrated Regional Transportation Master Plan Task Force, and the Heartland Housing Foundation.

Councillor Allan Wesley has called Fort Saskatchewan home for more than 40 years. He first moved to the community with his parents in junior high and, after completing university, chose to return, drawn by its strong sense of connection, community spirit, and extensive trail system. Allan values the way residents support one another and take pride in their city.

He brings a blend of lived experience, professional expertise, and long-standing community involvement to City Council. Time spent living in Edmonton’s inner city gave him insight into both urban challenges and the importance of a close-knit, supportive community. A three-time University of Alberta graduate, Allan holds degrees in Finance (B.Com), Actuarial Science (BSc), and Economics (MA).

Allan spent several years operating small businesses with his wife, Joy, experiences that shaped his practical understanding of budgeting, risk management, and entrepreneurship. Teaching later became his professional focus. He now teaches Math, Statistics, and Finance at MacEwan University’s School of Business and has received the Distinguished Teaching Award.

Community service has remained central throughout Allan’s life. His leadership roles have included serving as chair of the Heartland Air Monitoring Partnership, as Treasurer of the Fort Saskatchewan Nourishment Centre, and as chair of the Policing Committee.

Councillor Arjun Randhawa is a two-term City Councillor for the City of Fort Saskatchewan, bringing together experience in global Fortune 100 corporate strategy, municipal government, and small business to his work on Council.

Born in Canada and raised in Fort Saskatchewan, Arjun attended Fort Saskatchewan High School and continues to proudly call the community his home with his wife, Jasleen, and their Chocolate Lab, Dude. With his extensive education, global experience, and deep local roots, Arjun brings fresh leadership and a proven track record of success to the city’s most significant challenges.

Arjun’s path into public service began at a young age. At just 20 years old, he launched a grassroots campaign that led to his election as one of the youngest politicians in Canada. From 2013 to 2017, he served on Council, championing initiatives focused on fiscal responsibility, transparency, community safety, and inclusive access to recreation. In 2017, he ran for Mayor, earning more than 40 percent of the vote.

Before returning to public service, Arjun spent five years with American Express in London, UK, where he served as Chief of Staff and Director, leading business planning and strategy for a ~400person organization operating across more than 20 international markets. He also worked as a Senior Manager with Enterprise Strategy, American Express’s internal management consulting and corporate strategy group, where he led enterprise wide initiatives and partnered with business units on solving complex global problems, driving strategic transformation, and designing clearer, more effective operating models. In addition to his corporate background, Arjun has worked in his family’s hospitality business, giving him practical insight into entrepreneurship and the day-to-day realities facing small business owners.

Arjun is an alumnus of the University of Alberta, Harvard University, and the University of Cambridge, holding a Bachelor’s degree, a Master’s degree, and a Master of Business Administration (MBA) respectively. His academic and professional journey reflects a strong foundation in strategy, finance, public policy, and governance — strengthened by hands-on global experience across multiple countries.

Despite his international work and education, Arjun’s heart has always remained in Fort Saskatchewan. He and his family have a deep love for the Fort, cherishing its strong sense of community and vibrant spirit. He is committed to helping the city reach its full potential, ensuring a bright future for all its residents.
